China has a sophisticated Firewall. The government blocks many sites because of their strict laws. They can ban any ip at any time for any reason. If China blocks you, the only thing you can do is to move to a Dedicated Server and hope you don't get blocked for you own materials. You can request a dedicated IP, but we cannot guarantee it won't be blocked. China often blocks an entire range of IPs.

for this problem..... use anynomous proxy.... web proxy (jumboproxy, sureproxy, etc) or other proxy software (ultrasurf, toonel, JAP, freeget, etc). And if you have SSL address, you can connect this with putty or HTTP tunnel..
